Government housing in India works three ways: a central subsidy that reduces what you borrow, a construction grant paid in instalments to people building their own house, and flats or plots sold by a state board or development authority, usually allotted by draw. Each has different eligibility, different paperwork and very different resale rules.
Key facts
- Pradhan Mantri Awas Yojana runs as two separate programmes — PMAY-Urban and PMAY-Gramin — with different ministries, portals and delivery models.
- PMAY-U is not one scheme but several components: slum redevelopment, partnership housing, beneficiary-led construction, an interest subsidy and, in the current phase, affordable rental housing.
- The interest subsidy is credited upfront to the loan account through a central nodal agency, which cuts the principal rather than the interest rate.
- Income slabs, subsidy caps and phase deadlines have changed more than once. Verify the current figures on pmaymis.gov.in before relying on any number.
- Housing board and development authority flats are frequently leasehold, with a lock-in before resale and transfer charges payable to the authority.
- Home-loan tax deductions under 80C and 24(b) are permanent provisions of the Income-tax Act and have nothing to do with PMAY, but most are unavailable under the new tax regime.
- A government agency acting as a promoter is not automatically outside RERA. Check the registration for the specific project.
What is PMAY and how is it structured?
Pradhan Mantri Awas Yojana is the central government's housing mission, launched for urban areas in June 2015 and extended to rural areas the following year by restructuring the older Indira Awaas Yojana. People talk about it as a single scheme. It is not. PMAY-Urban is run by the Ministry of Housing and Urban Affairs through state nodal agencies and urban local bodies; PMAY-Gramin is run by the Ministry of Rural Development through districts and blocks. The two have separate portals, separate beneficiary lists and separate rules, and an application to one does nothing for the other.
PMAY-Urban itself splits into components, and which one applies depends on what you own and where you live rather than on which you would prefer.
| Component | What it delivers | Who it is for |
|---|---|---|
| In-situ slum redevelopment | Existing slum land is redeveloped, often with a private partner using the land as a resource, and residents get a flat on or near the same site. | Residents of notified slums. You do not apply individually in the usual sense; the survey and the state agency drive it. |
| Affordable housing in partnership | Flats built by a public agency or by a private developer in partnership with the state, sold at a controlled price with central assistance per eligible unit. | Eligible households who want a ready flat rather than to build. Allotment is usually by draw. |
| Beneficiary-led construction or enhancement | A grant paid in instalments against verified construction progress, to build a new house or add a room to an existing one. You must already hold the land. | Households with their own plot or a kutcha house, typically the economically weaker section. |
| Interest subsidy on a housing loan | A subsidy credited to the loan account that reduces the outstanding principal and therefore the EMI. | Households taking a home loan from a scheduled lender for purchase, construction or extension. |
| Affordable rental housing | Rental stock for urban migrants and the working poor, created from existing vacant government housing or by new construction. | Renters rather than buyers. Introduced later in the mission's life. |
The mission has run in phases, and the second phase, approved in 2024, reorganised these components and reopened an interest subsidy window. Because the phases differ in income definitions, subsidy ceilings and the carpet area allowed, treat any slab figure you read anywhere — including in an older article on this site — as historical. The portal and your state's nodal agency hold the operative numbers.
How does the PMAY interest subsidy work?
This is the part most buyers misunderstand, usually to their cost. The subsidy is not a reduced interest rate, and it is not paid to you.
The mechanism is a net present value calculation. The scheme fixes a subsidy percentage, a maximum loan amount on which it applies, and a maximum number of years. The government works out what that stream of interest savings is worth today, discounted, and pays that single lump sum to your lender through a central nodal agency — the National Housing Bank, HUDCO or a designated bank. The lender credits it to your loan account. Your outstanding principal drops, and because the principal is smaller, your EMI or tenure falls. The rate on the paper stays exactly what the lender quoted.
Three consequences follow, and they matter when comparing offers.
- The subsidy applies only to the eligible slice of the loan. Borrow more than the ceiling and the excess carries normal interest from day one.
- The credit arrives after the claim is processed and sanctioned, which can take months. Your early EMIs are calculated on the full loan, and the reduction appears later.
- If the loan is cancelled, the property is not constructed or you fail a verification, the subsidy is recoverable and the lender is expected to return it.
You apply through the lender, not directly to the ministry. The bank or housing finance company checks eligibility, uploads the claim and holds the subsidy against your account. Before you decide whether the subsidy makes the deal work, model the loan both ways on the mortgage calculator: a smaller principal from a date some months into the schedule is a different cash flow from a lower rate at the outset. The affordability calculator is the better tool for deciding how much to borrow in the first place.
Who is eligible for PMAY?
The conditions that have held consistently across phases, and which are worth checking against your own situation before you spend any time on an application:
The unit of eligibility is the family, not the individual. A family means husband, wife and unmarried children. An adult earning member can count as a separate household in some circumstances, but you cannot split a family on paper to claim twice.
No pucca house anywhere in India. No member may own a permanent house anywhere in the country, not merely in the city you are applying from. This is checked against Aadhaar-linked records and is the commonest reason for rejection.
No previous central housing assistance. If any member has already taken assistance under a central housing scheme, the family is out.
Income category. Applicants are classified as economically weaker section, low income group or middle income group by annual household income. The slab boundaries have been revised between phases and some components have been open only to some slabs, so look up the current definitions rather than relying on remembered figures.
Woman ownership for certain components. For the weaker-section and low-income components involving a new acquisition, the house has generally had to be owned or co-owned by a woman of the household, with carve-outs where no adult woman is a member.
Aadhaar and location. Aadhaar details of all family members are mandatory for urban applications, and the deduplication exercise rests on them. PMAY-Urban applies within notified statutory towns and planning areas; outside them PMAY-Gramin applies, and its selection process is entirely different.
What documents do I need to apply for PMAY?
The set is short, but every item is verified, and an inconsistency between two documents stalls the file for months.
- Aadhaar numbers for all family members, with names matching the application exactly.
- Income proof. Salaried applicants give salary slips and Form 16; self-employed and informal-sector applicants typically give a self-declaration of income in the prescribed format, sometimes with an income certificate from the revenue authority.
- A bank account in the beneficiary's name, linked to Aadhaar, for any grant instalments.
- An affidavit or declaration that the family owns no pucca house in India and has taken no earlier central housing assistance.
- For beneficiary-led construction: proof of ownership of the plot, the approved building plan or sanction from the local body, and photographs at each construction stage.
- Caste or category certificate where the applicant claims a reserved category.
- For the interest subsidy: the lender's own loan documentation, including the sanction letter and the agreement for sale or allotment letter.
Urban applications are made on pmaymis.gov.in under citizen assessment, or through a common service centre or the urban local body if you would rather do it in person. Nothing is payable for the assessment itself, though a service centre may charge a small prescribed fee for assistance.
How do I check my PMAY application status?
For PMAY-Urban, go to pmaymis.gov.in and use the citizen assessment section. Track by the assessment identifier the portal gave you, or by name with your father's name, state, district and city. The same portal publishes the beneficiary list, which is where you confirm whether a sanction has been issued against your name rather than merely an application recorded.
For PMAY-Gramin the portal is pmayg.nic.in. Its reporting section lets you look up a beneficiary by registration number or search the sanctioned list for a village or block. The block development office holds the physical file and is where to go when the portal and reality disagree.
If you applied for an interest subsidy, the portal often shows nothing useful, because the claim travels through your lender to the central nodal agency rather than through citizen assessment. Ask the lender's home loan branch for the claim status and the date it was uploaded, in writing.
How does PMAY-Gramin differ from PMAY-Urban?
PMAY-Gramin is not a scheme you apply to in the way you apply for a loan subsidy. Beneficiaries are identified from deprivation data and a permanent waiting list approved by the gram sabha, with an appeal process. If your household is not on the list, the route is to the gram panchayat and the block office, not to a website form.
| Point | PMAY-Urban | PMAY-Gramin |
|---|---|---|
| Ministry | Housing and Urban Affairs | Rural Development |
| Portal | pmaymis.gov.in | pmayg.nic.in |
| How you get in | Self-assessment on the portal, or through the urban local body or your lender | Selection from approved deprivation-based lists, validated by the gram sabha |
| What you receive | A flat, a construction grant, an interest subsidy or rental housing, depending on component | Unit assistance for a pucca house, released in instalments against verified progress |
| Cost sharing | Central assistance per unit with state and beneficiary contributions | Shared between centre and state, with a more favourable central share for the north-eastern and Himalayan states |
| Convergence | Links with urban infrastructure and municipal services | Links with MGNREGA unskilled wage days, a toilet under the sanitation mission, and electricity, LPG and water schemes |
| House specification | Carpet area ceilings by income category, set per phase | A minimum unit area with a dedicated cooking space, plus a differential for hilly and difficult areas |
The instalment structure in the rural programme is the part worth understanding. Money arrives in tranches tied to the foundation, the lintel and the roof, each released after a field verification and geo-tagged photographs. Households routinely run short between tranches, which is why the convergence with the rural employment guarantee matters in practice. Unit assistance amounts and the hilly-area differential have been revised, so take the figure from the block office or the portal rather than from any article.
How is a housing board flat different from a private purchase?
A development authority or housing board flat is cheaper than its private equivalent for reasons that also explain its drawbacks. The authority usually holds the land already, often acquired decades ago, so the land cost in the price is historic rather than current. In exchange you accept a process designed around rationing rather than selling.
Allotment is by draw, not by choice. You apply for a category of flat in a locality, pay a registration or earnest deposit, and a computerised draw decides whether you get one and which one. You generally cannot pick the floor, block or facing. Some authorities now use e-auction or first-come-first-served disposal for unsold inventory, where you do choose, but then you pay a market-determined price.
Tenure is often leasehold. Many authority allotments are made on a perpetual lease or a lease-cum-sale basis rather than freehold. A leaseholder owns the building and holds the land on lease, which brings conditions: ground rent in some cases, a bar on transfer during a lock-in, permission before mortgage or sale, and a share of the appreciation — historically called unearned increase — payable to the authority on transfer. Conversion to freehold is possible in several jurisdictions on payment of a charge, and a converted title is simpler to finance and resell.
The price may be tentative. Board schemes commonly quote a tentative cost and reserve the right to recover the final cost on completion. Read that clause before you commit; the demand can arrive years later.
Location and finish are what they are. Authority stock sits on land the authority happened to hold, which can be far from where you work, and specifications are standardised rather than chosen. Against that, the title chain is usually short and clean, which is not a small thing.
What do DDA and the state housing boards offer?
| Agency | What it sells | Allotment method | What to watch |
|---|---|---|---|
| Delhi Development Authority | Flats across categories, plus plots and commercial sites | Historically a computerised draw against a registration deposit; more recent schemes have used e-auction and first-come-first-served disposal of unsold flats | Leasehold tenure in much of the older stock, conversion to freehold on payment, surrender and forfeiture rules in the brochure, and the condition of long-vacant flats |
| Telangana (state housing corporation and urban development authorities) | Programme housing for eligible poor households, and layouts and plots through the development authorities | Beneficiary selection by the district administration for welfare housing; auction for authority land | The state's housing programme has been restructured and renamed more than once, from Rajiv Swagruha to the double-bedroom scheme to the current programme. Confirm which scheme is open and on what terms with the housing corporation |
| Tamil Nadu Housing Board and the urban habitat development board | Flats, developed plots and tenements, including slum rehabilitation tenements | Allotment on application against published cost, sometimes by lot; tender for high-demand plots | Conditions on alienation in the allotment order, the difference between a hire-purchase allotment and an outright sale, and whether the final cost is still open |
| Karnataka Housing Board and the Bangalore Development Authority | Houses and flats from the board; sites and layouts from the authority | Lottery among eligible applicants with domicile and first-house conditions; auction for corner and premium sites | Site allotments are typically made under a lease-cum-sale agreement with a lock-in before an absolute sale deed is issued. Confirm the current lock-in period and the construction obligation, because breaching it can lead to cancellation |
Other states run comparable bodies — Maharashtra's housing and area development authority, the Gujarat and Rajasthan housing boards, the Uttar Pradesh and Noida authorities — and the pattern is the same everywhere: cheaper entry, less choice, more conditions on the paper.
What should I verify before applying for a government scheme?
Read the brochure, not the advertisement. The brochure is a contract, and the questions below are all answered in it.
- Tenure. Freehold, perpetual lease or lease-cum-sale? If leasehold, what does transfer cost and whose permission is needed?
- Lock-in and resale. How many years before you may sell, and what charge is payable to the authority on transfer?
- Is the price final? Look for the words tentative cost and any clause reserving a final adjustment.
- Refund on surrender or non-allotment. How much of the deposit returns, how quickly, and with what deduction?
- RERA registration. A government agency building and selling flats is a promoter. Check the project on the state register through our RERA check guide and read the declared completion date.
- Possession. Is the building complete with an occupancy certificate, or is allotment being made off-plan?
- Construction obligation. Plot allotments often require you to build within a set period or lose the allotment.
- Charges on top. Stamp duty and registration are payable on an authority allotment as on any purchase; the rate is set by the state, so confirm it against our stamp duty guide and the registration department.
What home-loan tax deductions can I claim?
These are provisions of the Income-tax Act and are separate from any scheme. You can be a PMAY beneficiary and claim them, or claim them with no connection to any scheme at all. What has changed is the regime: the concessional regime that is now the default removes most of them, so the first question is which regime you are taxed under.
| Provision | What it covers | Old regime | New regime |
|---|---|---|---|
| Section 80C | Repayment of loan principal, and separately the stamp duty and registration charges paid on the purchase, within one combined ceiling shared with provident fund, life insurance, tuition fees and other listed items | Available | Not available |
| Section 24(b) — self-occupied | Interest paid on a loan for a house you live in, subject to a ceiling, with a reduced ceiling if construction is not completed within the prescribed period from the end of the financial year in which the loan was taken | Available | Not available |
| Section 24(b) — let out | Interest set against rental income from a let property. Where interest exceeds the net rent, the resulting loss from house property can be set off against other income only up to a cap, with the balance carried forward | Available, with the set-off cap | Interest remains deductible against that property's rental income, but the loss cannot be set off against other heads |
| Pre-construction interest | Interest paid before the year of completion, claimed in equal instalments over five years beginning with the year of completion, within the same 24(b) ceiling | Available | Not available for a self-occupied house |
| Section 80EE | An additional first-home interest deduction over and above 24(b), confined to loans sanctioned in a closed earlier window with caps on loan amount and property value | Available only for loans within that historic window | Not available |
| Section 80EEA | A larger additional first-home interest deduction for affordable housing, again tied to a sanction window that has since closed and to a cap on the stamp duty value of the property | Available only for loans sanctioned within that window | Not available |
| Joint borrowers | Co-owners who are also co-borrowers may each claim deductions in proportion to their share of ownership and of the repayment | Available to each eligible co-owner | Follows the regime each co-owner has opted for |
Two practical points. The 80EE and 80EEA benefits are closed to new loans and remain relevant only to borrowers still repaying a loan sanctioned inside the original windows. And the ceilings in the first two rows are the numbers that move in budgets, which is why they are described here rather than printed: check them for the assessment year you are filing, and take advice where the sums are large or the ownership is shared.
The regime choice is arithmetic, not principle. Add up what the old regime lets you deduct — principal, interest and the other 80C items you would claim anyway — and compare the tax on that against the tax at the new regime's lower slabs with no deductions. A large loan early in its life, when the interest share of each EMI is highest, often favours the old regime; a small or nearly repaid one often does not. The mortgage calculator gives the yearly interest split that comparison needs, and the rent versus buy tool tests the purchase itself once the tax effect is included.
Can I claim a subsidy and tax deductions together?
Yes. They are different instruments. The subsidy reduces what you owe the bank; the deductions reduce the income on which you are taxed. Nothing in the Income-tax Act disallows a deduction because the loan received a central subsidy.
The subsidy does change the numbers you put in your return. Once credited, the outstanding principal falls, so interest accruing in later years is lower and the 24(b) claim shrinks with it. Your lender's annual interest certificate is the authority for what you claim — use that, not a projection made at sanction.
One interaction catches people out years later. When you sell, the capital gain is computed on your cost of acquisition, and the subsidy credited to your loan account does not reduce that cost, because you still paid the full price. Lease premium and freehold conversion charges paid to an authority, by contrast, generally do form part of cost of acquisition or improvement. Keep every receipt and run the numbers through the capital gains calculator before agreeing a sale price.
Frequently asked questions
Is PMAY still open for applications?
The mission has run in phases, and a second phase was approved in 2024 with a reorganised set of components. Whether a particular component is accepting applications in your city depends on the state nodal agency's current position. Check pmaymis.gov.in for urban areas and pmayg.nic.in for rural ones before doing anything else.
How much subsidy will I get under PMAY?
The amount depends on your income category, the eligible loan slab, the subsidy percentage and the tenure fixed for that phase, and all of those have been revised over the years. Rather than work from a figure you read somewhere, ask your lender to compute the entitlement under the rules in force on your sanction date.
Can I apply for PMAY if I own a plot but no house?
Usually yes, and owning the plot is in fact the precondition for the beneficiary-led construction component, which pays a grant in instalments against verified progress. The disqualifier is owning a pucca house, not owning land. You will need clear ownership documents and an approved plan from the local body.
Does PMAY apply to a resale flat?
The interest subsidy has generally been available for the purchase of a house, including from the secondary market, provided the property and the applicant meet the carpet area, income and first-house conditions. Lenders differ in how readily they process such claims, so confirm with the branch before you sign an agreement.
Why was my PMAY application rejected?
The commonest reasons are that another family member owns a pucca house somewhere in India, that the Aadhaar and application names do not match, that income proof does not support the declared category, or that a duplicate application exists for the same family. The portal gives a status but rarely a reason; the urban local body can tell you which check failed.
How is a DDA flat different from a builder flat at the same price?
The title chain is usually shorter and cleaner, and the land cost embedded in the price is historic. Against that, you do not choose the unit, the tenure may be leasehold with transfer charges and a lock-in, the specification is standard, and older unsold stock can need substantial work before it is habitable.
What does leasehold mean for me as a buyer?
You own the structure and hold the land under a lease from the authority, on the lease's conditions. In practice that can mean permission is needed before you mortgage or sell, a lock-in period applies, and a share of the appreciation is payable to the authority on transfer. Many jurisdictions allow conversion to freehold for a charge, which simplifies both financing and resale.
Do housing board projects come under RERA?
A public agency that develops and sells flats is acting as a promoter, and projects meeting the statutory thresholds require registration like any other. Do not assume a government project is exempt. Look the project up on the state authority's register and read the declared completion date and the sanctioned plan details.
Can I claim both 80C and 24(b) on the same home loan?
Yes, under the old tax regime. They cover different parts of the same EMI: 80C covers the principal repaid, 24(b) covers the interest paid. Both have their own ceilings and 80C's ceiling is shared with other investments. Under the new regime neither is available for a self-occupied house.
Which tax regime is better if I have a home loan?
It depends on the size of your loan, how early you are in its life and what else you would claim under 80C. Compute the tax both ways using the actual interest and principal figures from your lender's annual certificate. A large loan in its early years tends to favour the old regime; a small or nearly repaid one usually does not.
Are 80EE and 80EEA still available on a new home loan?
No. Both were tied to sanction windows that have closed, and neither is available under the new regime at all. They continue to matter only for borrowers whose loans were sanctioned inside those windows and who still have interest to claim against them.
Does the PMAY subsidy reduce my cost of acquisition for capital gains?
No. You paid the full price for the property, and the subsidy was credited against your loan, not against the purchase consideration. Lease premium and freehold conversion charges paid to an authority normally do count towards cost of acquisition or improvement, so keep those receipts and confirm the treatment with a chartered accountant.
