Ready-to-move flats in Chennai and Hyderabad: what is actually available

"Ready to move" is the most abused phrase in Indian real estate. This guide separates the five things it can mean, names stock that is genuinely finished in both cities, and gives you the one document that settles the argument.

Ready to move means an occupancy certificate has been issued, not that a possession date has passed. In Chennai and Hyderabad in 2026, genuinely finished stock runs from about ₹23 lakh for a compact unit at Siruseri to ₹2.47 crore at Kukatpally. Ask for the OC document by name.

Key facts

  • The test: ask to see the occupancy certificate issued by the local body. A possession date, a possession letter and a completion certificate are all weaker.
  • The premium: finished stock typically costs more per square foot than the same developer's under-construction stock, because you are buying away construction risk.
  • What you get back: no GST on a completed property with an OC, no construction delay, and rent or occupation from day one.
  • What you give up: payment plans, choice of floor and facing, and the price appreciation that accrues during construction.
  • The strongest signal of all is a community already occupied, because you can read the association accounts instead of trusting a projection.
  • Chennai's cheapest finished stock in this sample sits on the OMR corridor south of Siruseri; Hyderabad's in the Bachupally belt.
  • Watch for contradictions: at least one developer page in this sample describes homes as ready to occupy while its own status field reads "ongoing".

What does "ready to move" actually mean?

It means an occupancy certificate has been issued for the building by the local authority. Nothing else qualifies, and almost everything else gets used in its place.

Here is the ladder, weakest to strongest. Know which rung you are being sold.

What you are shownWhat it isHow much it proves
Possession dateA date in a brochure or an emailNone. It is a forecast and it moves.
Possession letterThe developer inviting you to take keysLow. It is the developer's word, not an authority's.
Completion certificateIssued by the local body: the building is built to the approved planMedium. Necessary, but not the same as permission to occupy.
Occupancy certificate (OC)Issued by the local body: the building is legally fit to live inHigh. This is the document to ask for, by name.
Occupied, with an associationFamilies living there, accounts you can readHighest. Everything the brochure claims is testable in an afternoon.
Ask this, in these words "Can you show me the occupancy certificate for the tower my unit is in, and tell me the date it was issued?" A developer with one produces it in minutes. A developer without one will offer you something from higher up that table — and that answer is your answer.

A note on phasing: in a large community, the OC is issued tower by tower. A project can be entirely truthful in calling itself ready to move while your specific tower has no OC at all. Always ask about your tower, never about the project.

Urbanrise figures from the developer's own project pages on urbanrise.in; others from Square Yards and Housing.com locality listings, read 3 November 2026. Listing-portal figures are asking prices, not transacted prices, and they go stale. Treat every number as the start of a conversation, confirm it with the developer, and verify the registration on the state RERA portal before paying anything.

Two things stand out in that spread. The first is how wide it is: roughly ₹23 lakh to ₹2.47 crore for stock that is all described as finished, which tells you that "ready to move" is a construction status and not a market segment. The second is that the lowest entry points cluster on the outer corridors — Siruseri, Kelambakkam, Chengalpattu — where land was cheaper when these projects broke ground years ago.

Does ready-to-move cost more than under-construction?

Usually, yes, and the gap is the price of certainty. You are paying to remove construction risk, delay risk and the possibility that the finished building does not resemble the brochure.

But the honest comparison is not rate against rate. Three things move in your favour on a completed property and they are routinely left out:

Against that, under-construction stock offers construction-linked payment plans that spread the outflow, first choice of floor and facing, and whatever appreciation happens between launch and handover. Neither is right in the abstract. If you are stretched on cash flow, the payment plan may matter more than the certainty. If you are paying rent today, finished stock usually wins once you do the arithmetic properly.

How do I verify a ready-to-move claim before I pay anything?

Six checks, in this order. They take an afternoon and they are the difference between buying a finished home and buying a promise.

  1. The OC document for your tower, with its issue date. Not the project. Your tower.
  2. The RERA registration, searched by you on the state portal — rera.tn.gov.in, rera.telangana.gov.in or rera.karnataka.gov.in. Read the declared completion date and the complaints tab, not just the fact of registration.
  3. A weekday evening visit. Go at 7 p.m., not Sunday morning. Ride the lift. Try to park. Look at whether the amenity areas are in use or locked.
  4. The association accounts for last year: maintenance per square foot, tanker spend, lift downtime, and what the sinking fund holds against lifts, pumps, painting and waterproofing.
  5. Three residents. Ask what April looks like for water and what has broken since they moved in. This is the single most informative conversation available to you and it is free.
  6. The all-in cost sheet: base rate plus PLC, floor rise, registration, corpus and maintenance, itemised. On resale add stamp duty, transfer charges and a no-dues certificate.
The shortcut If the community is already occupied, you can do checks three to five in one visit. An occupied community is the only kind where every claim on the brochure is testable before you pay. In this sample, Urbanrise publishes 1,200+ families already resident at On Cloud 33 in Bachupally — whatever you think of the project, that is a verifiable starting position rather than a projection.

What is the catch with buying ready-to-move?

Four, stated plainly.

You buy what is left. In a finished project the good floors, facings and views went first. The inventory still available at handover is, on average, the inventory nobody chose.

You pay in one go. No construction-linked plan. The full amount, or a loan for it, lands at once.

Ageing starts immediately. A building that was finished three years ago is three years into its lift, pump, waterproofing and painting cycle. Ask what the sinking fund holds; a thin fund means a levy arrives after you move in, and it arrives for you, not the seller.

Resale carries no warranty. If the project is finished and the developer has exited, you are buying from an owner: no snagging period, no developer recourse, and full title diligence on you — 30-year encumbrance certificate, the chain of sale deeds, the original documents and a no-dues certificate from the association.

None of this argues against finished stock. It argues for going in with the right checklist rather than the relief of not having to wait.

Questions buyers ask

Answered from this page's own research. Last reviewed 3 November 2026 by the PropIQ World research desk.

What does ready-to-move actually mean in India?

It means an occupancy certificate has been issued for the building by the local authority, confirming it is legally fit to live in. A possession date, a possession letter and even a completion certificate are all weaker claims. In a phased project the OC is issued tower by tower, so always ask about the specific tower your unit is in rather than the project as a whole.

Is ready-to-move more expensive than under-construction?

Usually yes per square foot, because you are paying to remove construction and delay risk. But the honest comparison includes three things that move in your favour: no GST on a completed property with an OC, rent saved from day one if you are currently renting, and no delay risk. Against that, under-construction offers payment plans and first choice of floor and facing.

What ready-to-move options exist in Chennai in 2026?

The range is wide. On the OMR corridor, L&T Eden Park Phase 2 at Siruseri is listed from ₹23.20 lakh and Urbanrise Revolution One at Padur from ₹60 lakh. At Kelambakkam, Provident Freedom is listed from ₹35.95 lakh and Sobha Meritta from ₹34.64 lakh. In Porur, Brigade Millennium Porur is listed from ₹58.46 lakh. Verify each on rera.tn.gov.in.

What ready-to-move options exist in Hyderabad in 2026?

In the western belt, Urbanrise publishes The Happening Heights at Bachupally Extension from ₹70 lakh as completed, and On Cloud 33 at Bachupally with 1,200+ families already resident. At the premium end, Lodha Meridian at Kukatpally is listed from ₹1.40 crore. Verify each on rera.telangana.gov.in.

Do I pay GST on a ready-to-move flat?

A completed property with an occupancy certificate does not attract GST on the sale, whereas an under-construction purchase does. On a large ticket that is a material difference and it rarely appears in a rate comparison. Confirm the current position with your own lawyer, because the rules have changed before.

How do I check whether a project really has an occupancy certificate?

Ask, in these words: can you show me the occupancy certificate for the tower my unit is in, and the date it was issued. A developer holding one produces it in minutes. Then search the project's RERA registration on the state portal and read the declared completion date. Do both before paying any booking amount.

Why is an already-occupied community better than a merely finished one?

Because every claim becomes testable before you pay. You can ride the lifts at 7 p.m., try to park, see whether amenities are maintained or locked, read last year's association accounts for real maintenance and tanker costs, and ask residents what April looks like for water. None of that is possible from a brochure.

What is the catch with ready-to-move flats?

Four things. You buy what is left, because the good floors and facings sold first. You pay in one go, with no construction-linked plan. The building is already some years into its lift, pump and waterproofing cycle, so ask what the sinking fund holds. And on resale there is no developer warranty and full title diligence falls to you.

What should I check in the association accounts?

Maintenance per square foot, last year's tanker spend, lift downtime, and what the sinking fund holds against lifts, pumps, external painting and waterproofing. A large amenity programme with a thin sinking fund means a special levy is coming, and it will land on whoever owns the flat at the time.

Can a project call itself ready to move if only some towers are finished?

Yes, and this is the most common source of confusion. Occupancy certificates are issued tower by tower, so a project can accurately describe itself as ready to move while your specific tower has none. At least one developer page in this sample describes homes as ready to occupy while its own project status field reads 'ongoing'. Ask about your tower.
